DISCUSSION
City Council approval is requested to increase the existing agreement with Allstar Fire Equipment, Inc. (Allstar), by $60,000, for a total amount not to exceed $270,000. This agreement is utilized by the Long Beach Fire Department (LBFD) for the purchase of fire turnouts to be worn by front-line sworn LBFD staff. Fire turnout coats and pants comprise an essential component of the firefighter’s personal protective equipment ensemble, providing protection against burn injuries while minimizing heat stress.

On December 1, 2015, the City Council authorized a $100,000 increase to the agreement with Allstar, plus a 5 percent contingency of $10,000, for a total amount not to exceed $210,000 annually. It was estimated that these additional funds would be sufficient to purchase turnouts through September 30, 2016. However, recently, the LBFD has been issuing an increasing number of replacement turnouts to its front-line sworn fire staff in order to ensure firefighter safety and meet National Fire Protection Association guidelines on the frequency of turnout replacement.

This matter was reviewed by Deputy City Attorney Monica J. Kilaita and by Budget Officer Victoria Bell on April 29, 2016.

TIMING CONSIDERATIONS
City Council action on this matter is requested on May 24, 2016, to allow for the continued purchasing of personal protective equipment for Fire Department personnel.

FISCAL IMPACT
Annual expenditures will not exceed $270,000, and are budgeted in the General Fund (GF) in the Fire Department (FD). There is no local job impact associated with this recommendation.
