TITLE
Recommendation to authorize City Manager to execute all necessary documents to receive and expend grant funding from the County of Los Angeles Real Estate Fraud Prosecution Program grant; and increase appropriations in the General Grants Fund (SR) in the Police Department (PD) by $78,509.  (Citywide)

DISCUSSION
On June 23, 2011, the Long Beach Police Department was awarded $78,509 in grant funding from the County of Los Angeles through the Real Estate Fraud Prosecution Program (Real Estate 11) grant. The grant provides funding for detective overtime hours assigned to real estate fraud investigation/prosecution. An appropriation increase for this grant in the amount of $78,509 is required, which will be fully offset by grant revenue.

This item was reviewed by Deputy City Attorney Gary Anderson and Budget Management Officer Victoria Bell on July 15, 2011.

TIMING CONSIDERATIONS
City Council action on this matter is requested on August 16, 2011, to expedite use of the grant funds.

FISCAL IMPACT
As the Real Estate 11 grant is currently unbudgeted, an appropriation increase is recommended. The expense appropriation will be fully offset by grant revenues and the grant does not require matching funds. Grant funds will be used to support overtime required to implement the Real Estate 11 program. There is no impact to the General Fund and no local job impact associated with the recommended action.

SUGGESTED ACTION
Approve recommendation.
