TITLE
Recommendation to adopt resolution amending Chapter 4, Section D, of the Housing Authority Administrative Plan, relative to expanding the number of homeless family referrals from the Department of Health and Human Services Multi-Service Center and Family Preservation Program. (Citywide)

DISCUSSION
The attached Resolution modifies the language in the Housing Authority of the City of Long Beach (HACLB) Administrative Plan to expand the number of Homeless Family referrals for admission to the Section 8 Housing Choice Voucher Program for Department of Health and Human Services Multi-Services Center (MSC) and Family Preservation Program participants.

There currently exists a special admissions preference for homeless families referred to the Housing Authority by the Health Department’s Multi-Service Center and Family Preservation Program. The Multi-Service Center is limited to 30 families admitted each year and the Family Preservation Program is limited to 25 families admitted each year. Both programs have had great success in stabilizing families in decent, safe and affordable housing.

These proposed adjustments comply with regulatory requirements and use existing Section 8 Housing Choice Voucher Funding. This will expand our Special Admissions programs to include 30 Families referred through the Family Preservation Program and 70 Families through the Multi-Service Center, which will increase the number of special admissions from a total of 55 to 100 Homeless Families served per calendar year. This collaboration with the City’s Department of Health and Human Services and our local Continuum of Care will strengthen the City’s coordinated efforts to combat Homelessness, as well as will help leverage scarce resources available for Homeless families.

At this time, staff is requesting authorization to make additions to Chapter 4, Section D, of the Housing Authority of the City of Long Beach Administrative Plan as shown on the attached Resolution.
