Recommendation to authorize City Manager to execute all documents, any subsequent amendments and renewal agreements, with the National Council of La Raza/California State University Long Beach Center through the California State University Long Beach Foundation for a sub-award agreement with the Long Beach Department of Health and Human Services to provide HIV risk reduction education and referrals for testing to at-risk Spanish-speaking populations; and increase appropriations by $13,121 in the Health Fund (SR 130) in the Department of Health and Human Services (HE). DISCUSSION
Despite the advances in HIV/AIDS prevention, testing and treatment, AIDS rates continue to increase disproportionately in the Latino population. Hispanic AIDS cases comprised nearly one-third of the cases reported in Long Beach last year.
The National Council of La Raza (NCLR)/California State University Long Beach (CSULB) Center has received a grant from the CSULB Foundation through the Centers for Medicare and Medicaid Services to conduct the Protege tu Familia: Hazte la Prueba (Protect your Family: Get Tested) Project, a Community Health Outreach Model (peer health educator/promotore model). The goal of this project is to provide culturally and linguistically appropriate HIV education to Spanish-speaking populations at-risk for HIV infection. The project will accomplish this by training and empowering peer health educators to provide HIV risk-related information through group educational sessions and by referrals to encourage HIV testing. The CSULB Foundation will subcontract with the City of Long Beach Department of Health and Human Services (Health Department) to outreach and enroll project participants, and to provide HIV group education sessions. The funding will also provide some incentives for project participants.
