TITLE
Recommendation to authorize City Manager to execute an amendment to Agreement No. 28859 with CWA AIA, and to extend the term of the agreement for one year until May 18, 2008. (Citywide)

DISCUSSION
On May 18, 2004, the City Council authorized a three-year agreement with CW A AlA (CW A) in the amount of $630,000 to supplement the Public Works Department in supporting Library Services' new MacArthur Park Branch Library project (see attachment). CWA provides the necessary architectural and engineering experience for the design and execution of such a program.

The agreement with CW A consists of the design and development of plans and specifications for the construction of a new 16,155 square foot branch library for the MacArthur Park neighborhood. The design guidelines comply with the U.S. Green Building Council's standards for Leadership in Energy and Environmental Design (LEED).

The ultimate goal for the MacArthur Park Branch Library was to complete construction by the first quarter of 2007. Unexpectedly escalated bid prices were received in 2006, and it took longer than anticipated to fund the project and break ground. Currently, the construction is 97% completed, but building commissioning, punchlist work, and warranty periods will be extended through 2008.

In order to maintain the consistency of the remaining design work and to avoid any further delays, it is requested that the current agreement with CW A be extended through May 18, 2008.

This matter was reviewed by Deputy City Attorney Lori A. Conway on April 20, 2007 and Budget Management Officer Victoria Bell on April 27, 2007.

TIMING CONSIDERATIONS
City Council action is requested on May 15, 2007, to allow the project to continue without incurring delays.

FISCAL IMPACT
