Recommendation to amend Contract No. 29061 with Pasadena Ford for furnishing and delivering various police-certified vehicles for an additional amount of $1,500,000. (Citywide)

DISCUSSION
On April 5, 2005, City Council authorized the Department of Public Works to enter into contracts for the purchase of approximately 85 police- and fire-certified vehicles with Ford West and Pasadena Ford in the amount of $2,210,000 for Fiscal Year (FY) 2005, with the option of purchasing additional units in FY 06 and 07. Pasadena Ford was awarded the contract to supply the police-certified vehicles for the City. An order for FY 07 police-certified vehicle replacements must be placed with Ford Motor Corporation by May 2006 in order to secure the FY 05 bid pricing.

In accordance with the replacement schedule approved by the City's Fleet Review Committee, approximately 60 police-certified vehicles are scheduled for replacement in FY 07 for an amount not to exceed $1,500,000. Pasadena Ford will honor the original price quote per vehicle that was competitively bid in FY 05.

On February 15, 2005, 56 potential bidders were notified of the bid opportunity; four are Minority-owned Business Enterprises (MBEs), two are Women-owned Business Enterprises (WBEs) and six are Long Beach businesses. The bid was advertised on February 21, 2005.
The bid document was made available from the Purchasing Division located on the Plaza Level of City Hall and the Division's website at www.lbpurchasing.org. A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 32 local, minority and women's business groups. Bids were opened on March 8, 2005. Ford West of Bellflower, CA, and Pasadena Ford of Pasadena, CA, were the lowest responsible bidders.

This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on May 3, 2006 and Budget Management Officer David Wodynski on May 1, 2006.
