TITLE

DISCUSSION
For many years, the City of Long Beach (City) and Long Beach City College (LBCC) have shared Full-Time Equivalent Student (FTES) State funding for training at the Long Beach Police Academy. Following the Spring 2012 semester, LBCC cancelled the current agreement, which was due to expire on July 31, 2013 due to State funding reductions. Santa Ana College (SAC), a campus within the Rancho Santiago Community College District, has obtained permission from LBCC to have an instructional services agreement within the LBCC jurisdiction, and proposes to contract with the City for providing instructional hours conducted as FTES-funded courses on behalf of the Criminal Justice Academies Department at Santa Ana College.

The agreement provides for instructional services and college units for the Police Department. The students receive training at the Long Beach Police Academy for courses that are required by the Commission on Peace Officer Standards and Training (POST). Students register with SAC to receive college credits for the courses taught by Police Department instructors.

Through the FTES program, the State of California reimburses SAC a specific amount per student per instructional hour. Under the new agreement, the Police Department will receive an estimated net FTES payment of $1,917 per graduating recruit, after deducting SAC enrollment fees. The term of this agreement shall be five years through April 30, 2018, provided SAC receives permission from LBCC each year of the agreement. The agreement may be terminated with 30 days written notice by either party.
