DISCUSSION
As required by California Education Code 3043, the Long Beach Unified School District of Los Angeles County (LBUSD), Division of Special Education, provides Extended School Year (ESY) services to its Special Education students, who have Individualized Education Plans (IEPs) indicating the need for summer instruction in order to prevent regression. ESY instruction has traditionally been provided by LBUSD at its own program sites. However, LBUSD has begun offering its ESY students an alternative to traditional LBUSD onsite instruction. Beginning summer 2013, ESY students shall have the option of attending the traditional LBUSD onsite instruction, or selecting and attending non-LBUSD program sites throughout Long Beach.

In April 2013, LBUSD requested the inclusion of 11 Department of Parks, Recreation and Marine (PRM) Summer Day Camps (Day Camps) as alternative program sites for its ESY students (Attachment). The recommended action would allow ESY students from Kindergarten to 12th grade the option of selecting and attending PRM Day Camps from June 17, 2013 through August 31, 2013. The selection of the Day Camp would be at the discretion of LBUSD, and would be based upon the Day Camp’s compatibility with each student’s IEP.

All costs for the proposed inclusion of PRM Day Camps would be borne by LBUSD and the parents/guardians of the ESY students. Registration fees paid would be those set by the City Council for Day Camps conducted in the Tidelands area, and by the Parks and Recreation Commission for Day Camps conducted in the Upland areas.
