DISCUSSION
The Public Works Department, Fleet Services Bureau, is requesting City Council
approval to increase Contract No. 28408 with Professional Police Supply, Inc., dba
Adamson Industries, to outfit ten additional black and white police vehicles that have
been received for the Police Department.
In June of 2003, the Purchasing Division of Financial Management, in accordance with
the City Charter and Financial Policies and Procedures, solicited bids through a
competitive process for police vehicle auxiliary equipment. Adamson Industries, a
women-owned business of Costa Mesa, California, was the lowest responsible bidder.
On October 14, 2003, City Council authorized a contract with Adamson Industries in the
estimated annual amount of $1 50,000 for police auxiliary equipment. Law enforcement
auxiliary equipment and installation services are required to complete new police
vehicles before they are placed in service. The term of the contract was for one year
with the option of two one-year renewals and is due to expire on October 15,2006.
Due to the mandated requirements for police vehicles, in addition to several requests by
City departments to add light bars to their vehicles, the anticipated expenditures during
this contract have been exhausted. Additional law enforcement components will be
required to outfit the ten additional black and white police vehicles that have already
been received for the Police Department.
In order to outfit these additional vehicles and to avoid any further delays in getting them
in service, it is requested that the current contract with Adamson Industries be
increased by an amount not to exceed $150,000.
