DISCUSSION
On May 23, 2006, the Department of Homeland Security imposed a requirement that those areas in airports where cargo is handled by all-cargo carriers be designated as Security Identification Display Areas (SIDAS) and subject to a higher level of security.
The Airport has three such areas. One of those areas is the leasehold owned by United Parcel Service (UPS).
 
The Airport wishes to enter into an Exclusive Area Agreement (EM) as defined in 49 CFR Part 1542.111 with UPS so that UPS will assume responsibility for security measures within its leasehold. Execution of this agreement will limit the City's responsibility for security for the UPS leasehold. Under the agreement, UPS is required to meet all federally-mandated security requirements.

TIMING CONSIDERATIONS
City Council action on this item is requested on February 6, 2007, to meet federal aviation security requirements.

There is no fiscal impact associated with the requested item.
