DISCUSSION
The 21st Century Long Beach Winners Reaching Amazing Potential (WRAP) After School Enrichment Program is a collaboration between the City of Long Beach and the Long Beach Unified School District (LBUSD), funded by the State of California Department of Education through the 21st Century Community Learning Center and Community Development Block Grant Program. LBUSD has allocated $1,139,898 of its WRAP funding to the City of Long Beach. Participants are provided with a wide range of services and programs designed to support their academic, physical, social, and emotional development. Attached is a chart that identifies the distribution of funds for each school site (Attachment A).

This matter was reviewed by Deputy City Attorney Gary J. Anderson on October 22, 2007, and Budget Management Officer Victoria Bell on October 25,2007.

TIMING CONSIDERATIONS
City Council action is requested on November 6, 2007, to enable the increase in appropriation and to enter into agreements with the Long Beach Unified School District for each of the school sites.

FISCAL IMPACT
The City's costs will be fully offset by WRAP grant funds. An appropriation increase in the amount of $1,139,898, is requested in the General Grants Fund (SR) in the Department of Parks, Recreation and Marine (PR).
