Approve City FY 2004-2005 Action Plan, authorize City Manager to execute and submit all necessary documents related to implementation to U.S. Department of Housing and Urban Development; and accept $10,602,847 of new CDBG funds, $5,387,947 of new HOME funds, $415,657 of new ADDI funds, and $393,266 of new ESG funds.
