DISCUSSION
Admiral Kidd Park Teen and Community Recreation Center is in need of a major upgrade due to the substantial increase in both the youth and senior populations in the surrounding neighborhood. The new Center will provide a facility for positive afterschool activities for high school students and also enable the expansion of park programming for the entire Westside community. Such programming will provide additional supervision surrounding the Cabrillo High School campus while also helping to create a more positive and nurturing environment within the community.

City Council adoption of the plans and specifications and award of the contract to the lowest responsible bidder are being recommended concurrently to expedite the project implementation. The project was advertised for bid on July 30, 2005, and bids were opened on September 7, 2005. It is recommended that the City Council award a construction contract to States Link Construction, Inc., the lowest responsible bidder.
Information regarding the bid and States Link Construction, Inc., is available on the attached contract awards document. In accordance with the California Environmental Quality Act, Negative Declaration 04-03 has been issued for this project.

This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on September 8, 2005 and Budget Management Officer David Wodynski on September 12, 2005.

TIMING CONSIDERATIONS
City Council action on this matter is requested on September 20, 2005, to authorize commencement of this Public Works project. Construction is anticipated to begin in October 2005 and should take approximately 180 working days.
