TITLE
Recommendation to authorize City Manager to execute all necessary documents to receive and expend grant funding from the University of California Berkeley Traffic Center administering the Sobriety Checkpoint mini-grant funds for the California Office of Traffic Safety; and increase appropriations in the General Grants Fund (SR) and in the Police Department (PD) by $52,104.  (Citywide)

DISCUSSION
On November 16, 2007, the Long Beach Police Department received a $52,104 grant from the University of California Berkeley Traffic Center (TSC) administering the Sobriety Checkpoint mini-grant funds for the California Office of Traffic Safety. The goal of the grant is to reduce the number of victims killed and injured in alcohol-involved crashes in cities participating in this program. To utilize these funds, an appropriation increase is necessary. There is no impact to the General Fund.

This item was reviewed by Deputy City Attorney Gary Anderson on November 28, 2007 and Budget Management Officer Victoria Bell on December 4, 2007.

TIMING CONSIDERATIONS
City Council action on this matter is requested on December 11, 2007, to expedite use of the grant funds.

FISCAL IMPACT
The Sobriety Checkpoint is currently unbudgeted; therefore, an appropriation increase is included in the recommendation. The expense appropriation will be offset by grant revenues and the grant does not require any matching funds.

SUGGESTED ACTION
Approve recommendation.
