TITLE
Recommendation to adopt resolution authorizing a change of name of the designated local enforcement agency for solid waste management from the Los Angeles County Department of Health Services to the Los Angeles County Department of Public Health, in accordance with California Public Resources Code Section 43203. (Citywide)

DISCUSSION
On May 30, 1995, by Resolution No. C-25826, the City of Long Beach designated the Los Angeles County Department of Health Services as the local enforcement agency for solid waste management for the City of Long Beach pursuant to the California Public Resources Code section 43203 (c).

In July of 2006, the Los Angeles County Department of Health Services was reorganized and the Los Angeles County Department of Environmental Health, Solid Waste Management Program was re-organized under the new Los Angeles County Department of Public Health. The Los Angeles County Department of Public Health possesses the required capabilities in solid waste management to implement the Z’berg-Kapiloff Solid Waste Management Act of 1976 and the California Integrated Waste Management Act of 1989.

This Resolution solely addresses the 2006 change in name of the local enforcement agency. There is no impact to provided services.

This matter was reviewed by Deputy City Attorney Linda Trang on May 4, 2011 and by Budget Management Officer Victoria Bell on May 10, 2011.
