TITLE
Recommendation to receive and file the report on the State of HIV/AIDS in Long Beach. (Citywide)
DISCUSSION
On December 2, 2003, the City Council voted to have the Department of Health and Human Services (DHHS) provide an annual update on the "State of HIV/AIDS in Long Beach" to the Mayor and City Council. Since then, the DHHS has provided an annual presentation to the City Council on the epidemiology of HIV/AIDS in Long Beach, community programs and collaborations aimed at stemming the epidemic, and challenges and opportunities to advance HIV/AIDS prevention and care in our City.
While the City of Long Beach has made progress in addressing HIV/AIDS as a critical public health issue in our community, our City continues to have a higher cumulative incidence rate for AIDS compared to Los Angeles County and the State of California. In 2006, the cumulative AIDS incidence rate for Long Beach was 1,124.54 cases of AIDS per 100,000 population compared to 535.87 for Los Angeles County and 471.78 for the State of California. This year's presentation will have a special focus on key legislative issues such as names-based reporting and the Ryan Care Act Reauthorization.
The DHHS, in collaboration with the Long Beach Comprehensive HIV Planning Group, submits the attached report to provide a brief update of the status of HIV/AIDS in Long Beach and key issues and recommendations impacting our work in HIV/AIDS prevention and treatment.
This matter was reviewed by Deputy City Attorney Lori A. Conway on December 20, 2006 and by Budget Management Officer David Wodynski on December 28,2006.
TIMING CONSIDERATIONS
City Council action on this matter is not time critical, however the Department would like to make a PowerPoint presentation at the February 6, 2007 Council meeting.
FISCAL IMPACT
There is no fiscal impact associated with this item.
