TITLE
Recommendation to authorize City Manager to execute a contract for consulting services with Gill V. Hicks & Associates, Inc., (Consultant) to facilitate development of proposed I-710 Freeway improvements, in an amount not to exceed $75,750 for a term of February 1, 2006 through January 31, 2007. The City and Port of Long Beach will share the cost of services equally. (District 2)
DISCUSSION
For the past year, the City of Long Beach Department of Public Works and the Port of Long Beach have used the services of Gill V. Hicks & Associates, Inc., to advance the development of 1-710 freeway improvements approved by the City Council, the Gateway Cities Council of Governments and the Los Angeles County Metropolitan Transportation Authority (MTA). Implementation of the proposed improvements involves many financial, environmental, technical, and political components. Oh January 17, 2006, the Board of Harbor Commissioners authorized the Executive Director to renew the Consultant’s contract, which would be jointly directed by the the City and the Port. The action requested herein would authorize the City Manager to execute the contract on behalf of the City of Long Beach.
The Consultant work under this contract will include refining the list of near-term emission reduction strategies for the 1-710 corridor, as required by the MTA Board of Directors, and assist in obtaining approval of the recommended emission reduction strategies; assisting in the development of the scope of work for the environmental document(s); furthering development of concepts for public-private partnerships as a means of supplementing funding for 1-71 0 improvements; and promoting the project through the State Goods Movement Action Plan, the Multi-County Goods Movement Action Pian, and the Regional Transportation Plan.
The term of the contract would be from February 1 , 2006 through January 31, 2007.
