TITLE
Recommendation to authorize City Manager to execute all documents necessary for a license agreement with The Boeing Company, a Delaware corporation, for the use of property on Cover Street, approximately five blocks west of Lakewood Boulevard, by the Long Beach Police Department to conduct State of California mandated advanced officer vehicle operations training. (District 5)

DISCUSSION
Regular and periodic training of law enforcement officers in advanced officer vehicle operations training is mandated by section 13519.8 of the California Penal Code and by California Peace Officer Standards and Training (POST) Commission’s Perishable Skills Program. POST operates this program on a two-year repetitive cycle. The current two-year cycle began on January 1, 2013 and ends December 31, 2014.

The Police Department does not currently have a property dedicated to vehicle operations training nor does it have a space large enough for a four-month temporary period to accommodate four skill course sessions. The Boeing-owned property on the south side of Cover Street would provide an ideal space for this training and has been offered to the City at no charge. City and Successor Agency-owned properties have also been reviewed, however, none were found to be superior to the Boeing site.

A License Agreement for use of the Boeing site has been negotiated containing the following major terms and provisions:

· Licensor: The Boeing Company, a Delaware corporation.

· Licensee: City of Long Beach, a municipal corporation.

· Licensed Property: The Licensed Property is located on Cover Street approximately five blocks west of Lakewood Boulevard and is more commonly referred to by Boeing as 3100 Conant.

· Term: The term of the License Agreement shall commence upon full execution by both parties and shall terminate at 11:59 PM on August 31, 2014, for an approximate 15-week period.
