DISCUSSION
City Council approval is being requested to enter into a contract for the purchase of one L45G articulated wheel loader from Volvo Construction Equipment and Services.

The Department of Financial Management, Fleet Services Bureau, has an immediate need to purchase one articulated wheel loader as part of the City’s FY 12 vehicle replacement plan. The regular replacement cycle for off-road equipment of this type is 12 years. The unit being replaced is now 17 years old and beyond its useful life. The Department of Public Works, Street Surfaces Division, uses this primary equipment to aid in the transport of asphalt-related maintenance of all street surfaces throughout the City.

The bids were advertised in the Press-Telegram on August 17, 2012 and 260 potential bidders specializing in articulated wheel loaders were notified of the bid opportunity. Of those bidders, nine downloaded the bids via our electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing . A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 30 local, minority and women-owned business groups. Three bids were received on August 28, 2012. Of those three bidders, none were Minority-owned Business Enterprises (MBEs), one was a Women-owned Business Enterprise (WBE), none were certified Small Business Enterprises (SBEs), and one was a Long Beach business (Local).
