TITLE
Recommendation to authorize City Manager, or designee, to execute a contract and all necessary amendments with the Mobile Source Air Pollution Reduction Review Committee (MSRC), to receive and expend Local Government Partnership Program funds, for the construction of electric vehicle charging stations for City vehicles, for an amount not to exceed $622,220, for a period not to exceed eight years. (Citywide)
DISCUSSION
On February 6, 2018, the City Council approved a contract with MSRC, in association with the South Coast Air Quality Management District (SCAQMD), for the receipt of grant funding in the amount of $622,220, to partially offset the cost to construct electric vehicle charging stations over a five-year period, and to procure electric and hybrid-electric vehicles for City fleet usage (Attachment). However, the full-term of the grant is 96 months (8 years), not 5 years as previously approved. City Council approval is requested to approve an 8-year contract with MSRC. The additional time in the contract will allow for additional monitoring and reporting to document emission reductions.

TIMING CONSIDERATIONS
City Council action is requested on October 23, 2018, to ensure the contract is in place expeditiously.
FISCAL IMPACT
The additional three years of the contract term being requested for monitoring will not change the fiscal impact beyond what was previously approved by the City Council. On February 6, 2018, the City Council approved acceptance of $622,220 in grant funding for this project. The matching funds will be provided by AB 32 FY 19 Cap and Trade funding and, if necessary, existing vehicle replacement charges already budgeted and collected during the Fleet Services monthly billing process.
