DISCUSSION
Over the past several years, the City of Long Beach has deployed video surveillance cameras to enhance public safety in our community. Cameras are currently located in the Downtown area on Pine Avenue and The Promenade, as well as the Long Beach Towne Center. At its meeting on February 7, 2011, the Long Beach Redevelopment Agency approved additional video cameras be installed in the North Long Beach Redevelopment Project Area to support neighborhood and economic revitalization by preventing and discouraging crimes. Planned camera locations in north Long Beach include the Union Pacific Railroad Company bridges. In 1994, the Ports of Long Beach and Los Angeles (Ports) acquired the Union Pacific property as part of the greater Alameda Corridor purchase.

Subsequent to the February 7, 2011 meeting, staff acquired the video camera equipment and supporting telecommunications infrastructure for the north Long Beach project. Staff is prepared to begin installation of video cameras on the former Union Pacific right-of-way property owned jointly by the Ports. Staff is requesting the City Council authorize the City Manager to execute a Joint Revocable Permit allowing use of the Ports’ right-of-way for the installation of video cameras and supporting infrastructure. The permit would commence upon final execution by the Ports and can be revoked by any party upon 60 days’ notice to the other parties.

This matter was reviewed by Deputy City Attorney Gary Anderson and by Budget and Performance Management Bureau Manager Lou Palmer on July 5, 2011.

TIMING CONSIDERATIONS

City Council action is requested on August 9, 2011 to move forward with the installation of the video cameras for the bridge locations.
