TITLE
Recommendation to continue the hearing for the Long Beach Tourism Business Improvement Area Program and Assessment for the period of October 1, 2012 through September 30, 2013 to the City Council meeting of Tuesday, November 13, 2012 at 5:00 p.m.  (Districts 1,2,4,5)
 
DISCUSSION
On September 4, 2012, City Council adopted a Resolution approving the Annual Assessment Report for the Long Beach Tourism Business Improvement Area, declaring its intention to levy the annual assessment and set the date of hearing on this item for October 2, 2012 (attached).
 
At this hearing, State law provides that the City Council shall hear and consider all protests against the assessment, program, boundaries of the area, and/or any benefit zone as proposed in the Assessment Report.  
 
Mr. Steve Goodling, President and Chief Executive Officer of the Long Beach Area Convention & Visitors Bureau, has requested additional time to complete discussions on some key events so the results can be presented to Council November 13, 2012.
 
This matter was reviewed by Assistant City Attorney Charles Parkin on September 27, 2012.
 
TIMING CONSIDERATIONS
As the date of hearing was set by City Council Resolution for October 2, 2012, City Council action on this date is required to continue this item to November 13, 2012.
 
FISCAL IMPACT
There is no fiscal impact associated with continuing this item to November 13, 2012.
