TITLE
Recommendation to authorize City Manager to execute all necessary documents to receive and expend grant funding from the Federal Fiscal Year 2006 (FY 06) Edward Byrne Memorial Justice Assistance Grant Program; and increase appropriations in the General Grants Fund
(SR 120) and in the Police Department (PD) by $234,386. (Citywide)
DISCUSSION
The Long Beach Police Department was recently awarded grant funding from the Department of Justice, Bureau of Justice Assistance for the FY 06 Edward Byrne Memorial Justice Assistance Grant (JAG) Program in the amount of $234,386. The grant monies will be used to support law enforcement programs including overtime required to provide task forces in response to spikes in violent crime, a deputy probation officer assigned by the County of Los Angeles to provide enhanced probation services and focus on gang suppression activities in the City of Long Beach, and to update old equipment and purchase new equipment, including upgrades to the technological infrastructure to enhance public service and safety.
This item was reviewed by Deputy City Attorney Richard Anthony on May 24, 2006 and Budget Management Officer David Wodynski on May 30, 2006.
TIMING CONSIDERATIONS
City Council action on this matter is requested on June 13, 2006, to expedite use of the grant funds.
FISCAL IMPACT
The JAG grant is currently unbudgeted; therefore, an appropriation increase is included in the recommendation. The expense appropriation will be fully offset by grant revenues and the grant does not require matching funds. Grant funds will help defray the overall cost of police overtime otherwise supported by the General Fund.
