TITLE
Recommendation to authorize City Manager to execute an Automatic/Mutual Aid Agreement with the City of Los Angeles for the exchange of fire protection, specialized rescue and emergency medical services.  (Citywide)

DISCUSSION
In an effort to maximize resources in emergency circumstances, a mutual response pact of emergency resources is proposed between the City of Long Beach and the City of Los Angeles. An Automatic/Mutual Aid Agreement (Agreement) will allow fire department resources from the City of Los Angeles to respond to fire protection, specialized rescue and emergency medical services within the City of Long Beach, and similarly from the City of Long Beach to the City of Los Angeles, regardless of jurisdictional boundaries.

The purpose of the Agreement is to clearly state the goals and objectives of exchanging emergency resources and to properly indemnify the participating parties. The City has similar agreements in place with other agencies.

The Automatic/Mutual Aid Agreement will remain in effect until cancelled. Written notice of termination by any party may be made after giving no less than thirty (30) days notice.

This item was reviewed by Deputy City Attorney Gary Anderson on March 26, 2009 and Budget and Performance Management Bureau Manager David Wodynski on March 27, 2009.

TIMING CONSIDERATIONS
City Council action is requested on April 14, 2009 in order to have the Agreement in place in case of emergency.

FISCAL IMPACT
Mutual Aid services are provided within current budgeted resources. There is no fiscal impact associated with this item.

SUGGESTED ACTION
