TITLE
Recommendation to direct City Manager to give an updated report on the December 2014 memo, and the process for submitting a grant request, which City projects are being considered, research what other cities and counties are doing, how local community partners are being included, what kind of staff resources and structure are needed for the City to be competitive for the funding, and any other factors pertaining to the "Cap and Trade" program.
 
DISCUSSION
In early December 2014 the State Legislative Committee received a memo on the City's response to the State's Cap and Trade Program regarding the Affordable Housing and Sustainable Communities Grant Program Comment Letter and Update on Disadvantage Communities.
 
This memo focused on how some disadvantaged communities in Long Beach would be scored lower based on the Strategic Growth Council's scoring system for Cap and Trade funding. As noted in the memo the program SB 535 directs at least 25% of all Cap and Trade revenues to projects that benefit "disadvantaged communities" and at least 10% of Cap and Trade revenues must be invested directly into "disadvantaged communities".
 
This funding is paramount to advancing the needs of disadvantaged communities throughout Long Beach.
