TITLE
Recommendation to authorize City Manager to amend Blanket Purchase Order Agreement BPLB10000028 with Contact Security, Inc., of Brea, CA, to extend security guard services through September 30, 2010; and increase the amount by $150,000, pending completion of a formal competitive bid process. (Citywide)

DISCUSSION
City Council approval is requested to authorize the City Manager to amend the blanket purchase order agreement with Contact Security, Inc., by adding $150,000, bringing the total amount to $245,000, to accommodate security guard services that are provided at various City sites for the Health Department, Community Development Department, Library Services and Parks, Recreation and Marine Department.

The Department of Financial Management, Purchasing Division, issued an Invitation to Bid for security guard services, which will close on July 8, 2010. Due to the extensive time and work required developing the specifications derived from the various departments and the need to continue service through the bid process and award of a new contract, City Council approval is requested to extend the agreement until September 30, 2010.

Prior City Council action was approved on January 3, 2006, authorizing a contract award for Specifications No. PA-02805 to Contact Security, Inc., for providing security guard services for a one-year period with the option to extend the term for three additional one-year periods, at the discretion of the City Manager.

The matter was reviewed by Deputy City Attorney Amy R. Burton on June 21, 2010 and Budget Management Officer Victoria Bell on June 17, 2010.

TIMING CONSIDERATIONS
City Council action is requested on July 13, 2010 to ensure continuation of service and additional funds.

FISCAL IMPACT
Sufficient funding for the increased spending authorization of $150,000 is currently budgeted in various departments and funds. Contact Security, Inc., is participating in the Cost Reduction Program and will provide continued...
