DISCUSSION
On August 24, 2004, the City Council authorized the execution of Site License No. 29003 (License) for leased property for the location and installation of a flight tracking radar system for the Long Beach Airport (Airport). The system, also known as SkyTrak, captures accurate and consistent radar data and was part of an upgrade to the Airport Noise and Operations Monitoring System (ANOMS) to monitor compliance with the City’s Noise Compatibility Ordinance.

SkyTrak, consisting of two antennae, a receiver and a processor, is installed and positioned in Garden Grove near an existing Federal Aviation Administration (FAA) radar facility to provide optimum data coverage in order to process and display an aircraft’s operator, altitude, direction and air speed. Utilized by staff to track and investigate noise events at the Airport, SkyTrak is also made available on the Airport’s website to allow residents to view real-time aircraft activity over their communities. In addition to viewing activity, residents can utilize SkyTrak to register complaints online.

The Site License terminated on March 31, 2015, and continues on a month-to-month basis. The Second Amendment to Site License No. 29003 has been negotiated, containing the following major terms and provisions:

· Licensor: Prime Property Fund, LLC, successor in interest to CAL West Industrial Properties, LLC, a California limited liability company.
· Licensee: City of Long Beach
· Term: The term of the Site License shall be extended for a period of one year and shall terminate on March 31, 2016.
