TITLE
Recommendation to adopt resolution authorizing City Manager, or designee, to execute a contract, and any necessary amendments, with Elastec, Inc., of Carmi, IL, for the purchase of an OMNI Catamaran boat, with floating trash collection pods, lighting, and other accessories, for a total amount of $142,835, including taxes and fees. (Citywide)
DISCUSSION
City Council approval is requested to enter into a contract with Elastec, Inc. (Elastec), to purchase an OMNI Catamaran boat for the Parks, Recreation and Marine Department. The vessel will be used for slip and seawall cleaning at Rainbow Harbor and the Shoreline Marina. It will also be deployed as part of the in-water storm debris management system just above the South Shore Launch Ramp. In addition, the boat will have a working winch arm that allows the staff to maneuver and set navigational aid buoys.
Elastec is the sole manufacturer of this type of unit in the United States. Purchase of this unit was approved as a one-time enhancement in the Fiscal Year 2019 (FY 19) Budget for an In-Water Storm Debris Collection System. Since FY 19, one-time funding in the amount of $101,124 remained unspent and was reappropriated in the Tidelands Operating Fund Group each fiscal year for this purpose. The remaining amount of $41,711 will be funded from existing resources in the Tidelands Area Fund Group.
City Charter Section 1801 requires that contracts for City purchases be awarded to the lowest responsible bidder after a competitive bid process but allows for awards without a competitive bid process if accompanied by a Resolution adopted by the City Council.
