TITLE
Recommendation to authorize the Airport Department to process a refund in the amount of $11,175 to the Transportation Security Administration for an erroneous payment made to the Long Beach Airport. (Districts 4,5)
DISCUSSION
The Long Beach Airport (Airport) participates in grant opportunities with the Transportation Security Administration (TSA) for the partial reimbursement of costs associated with certain Airport security activities. On June 16, 2021, the Airport received a reimbursement payment from TSA in the amount of $11,175. On January 10, 2022, the Airport received a refund request from TSA in the amount of $11,175. TSA had made an erroneous payment to the Airport on June 16, 2021, which was intended for a different airport.
In accordance with Long Beach Municipal Code Section 3.48.040, refunds exceeding $10,000 must be approved by the City Attorney and City Council. Approval to issue the refund is requested on behalf of TSA.
This matter was reviewed by Principal Deputy City Attorney Richard F. Anthony on March 1, 2022 and by Budget Analysis Officer Greg Sorensen on March 17, 2022.
TIMING CONSIDERATIONS
City Council action is requested on April 5, 2022, to process the refund in a timely manner.
FISCAL IMPACT
The approval of this recommendation will result in a refund of fees totaling $11,175 from the Airport Fund Group in the Airport Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
