DISCUSSION
Since 1982, the Long Beach Department of Health and Human Services (Health Department) has provided the use of its clinical facilities to nursing students from a variety of institutions. This arrangement is mutually beneficial, allowing the students to gain required field experience and providing the clinics with knowledgeable volunteer interns. The students are supervised and required to comply with all applicable Health Department policies, procedures and regulations, and the institutions maintain their own professional liability insurance as well. Nursing students interning in the Health Department nursing clinics and programs through this agreement will not displace or replace any City employee in the course of their training. Additionally, these arrangements provide the Health Department with recruitment opportunities for hard-tofill RN and PHN positions.

The proposed agreement will add the University of Phoenix to the other university and community college nursing student internship affiliate agreements. The proposed agreement will become effective January 26, 2008, and remain in effect until terminated by either party. The program operates at no cost to the City, Health Department, University of Phoenix, or the students.

This matter was reviewed by Deputy City Attorney Lori A. Conway on January 7, 2008 and Budget Management Officer Victoria Bell on January 8, 2008.

TIMING CONSIDERATIONS
Action is requested on this item on February 12, 2008 as the proposed agreement was scheduled to become effective as of January 26, 2008.

FISCAL IMPACT
There will be no fiscal impact associated with this item.
