TITLE
Recommendation to declare City-owned property located at 2075 Atlantic Avenue, Los Angeles County Assessor Identification No. 7209-001-900, as surplus property; and authorize City Manager to execute any and all documents necessary to convey the property to The Long Beach Housing Development Company. (District 6)

DISCUSSION
The City of Long Beach (City) currently owns the vacant property located at 2075 Atlantic Avenue (Site), which was originally purchased utilizing Community Development Block Grant funds. Please see attached Site Map (Exhibit A). The Long Beach Housing Development Company (LBHDC) has identified the property for development as part of the Atlantic Avenue Workforce Housing Project in the Central Long Beach Redevelopment Project Area. The 48-unit development, located on Atlantic Avenue between 20th and Hill Streets, will consist of two, three, and four bedroom flats and town homes for sale to moderate-income first-time homebuyers. In order for the development to proceed, the City must convey the property to The LBHDC.

Pursuant to Government Code Section 54222, the State of California Resources Agency was contacted to determine its interest in purchasing the property. The State has declined to purchase the Site and the City can, therefore, proceed with the conveyance of the property. Further, in accordance with past practice, a memorandum was circulated to all City departments to determine their interest in or objection to declaring this parcel surplus. None of the City departments expressed an interest or objection.

This matter was reviewed by Deputy City Attorney Richard F. Anthony on April 13, 2009, and Budget and Performance Management Bureau Manager David Wodynski on April 15, 2009.

TIMING CONSIDERATIONS
City Council action is requested on May 5, 2009, in order to facilitate the conveyance of the property.

FISCAL IMPACT
There is no impact to the General Fund.

Approve recommendation.
