TITLE

DISCUSSION
The streets included in this project (see attached map) have been in the City's backlog of residential streets to be repaired since 1987. This is the first in a series of projects to
be completed this year in an effort to reduce the backlog of residential street repairs citywide. The rehabilitation project consists of cold milling, resurfacing and reconstructing the pavement, constructing curbs, gutters and curb ramps, tree pruning, and installing root barriers and new pavement markings. City Council adoption of the plans and specifications and award of contracts to the lowest responsible bidder are being recommended concurrently to expedite the project
implementation. The project was advertised for bids on January 21, 2005, and bids were opened on February 16, 2005. It is recommended that the City Council award a
construction contract to Copp Contracting Incorporated. Information regarding Copp Contracting Incorporated is provided on the attached Contract Awards sheet.
This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on February 25, 2005, and Budget Management Officer David Wodynski on March 1, 2005. In
accordance with the California Environmental Quality Act, Categorical Exemption Number CEP 328-04 has been issued for this project.
