TITLE
Recommendation to authorize City Manager to execute any and all documents necessary for a Public Improvement Reimbursement Agreement between the City of Long Beach and the Long Beach Community College District for the construction of certain improvements at the intersection of Carson Street and Faculty Avenue, and any necessary amendments thereto. (District 5)

DISCUSSION
As part of a traffic safety investigation conducted by the City Traffic Engineer, it was determined that safety at the intersection of Carson Street and Faculty Avenue could be enhanced by the closure of the south leg of the intersection (site map attached). In August of 2011, working in cooperation with Long Beach City College administrative and security staff, the Public Works Department (Public Works) implemented a temporary closure of the south leg of the intersection. The closure has been successful in reducing traffic accidents at the intersection without creating other negative traffic impacts in the area.

Based on the success of the temporary closure, it has been determined that a permanent closure would be the best course of action. The permanent closure is also consistent with the adopted Master Plan for the campus. In order to facilitate the design, construction, and inspection services of the necessary street improvements, Public Works commenced negotiations with the Long Beach Community College District for a Public Improvement Reimbursement Agreement.

The Public Improvement Reimbursement Agreement before the City Council includes design, construction and inspection services by Public Works for the construction improvements.
