TITLE
Recommendation to authorize City Manager to execute a Memorandum of Understanding (MOU) with California State University Long Beach (CSULB) and take any actions necessary to its implementation regarding parking enforcement in the one-mile area surrounding CSULB.  (Districts 3,4)
 
DISCUSSION
Parking enforcement on the residential streets in the area within one mile of the exterior boundary of California State University Long Beach (CSULB) is a matter of concern for area residents, the City of Long Beach and CSULB. While both CSULB and the City of Long Beach have jurisdiction over parking enforcement in this area, the City has historically enforced this area.
 
On occasion, there are public events held on campus at CSULB that may require enhanced parking enforcement efforts. This MOU would provide an agreement whereby, on an as-needed basis to supplement the City's parking enforcement efforts, CSULB Public Safety staff could issue citations, using citation books provided by the City of Long Beach, at no cost to the City.
 
This letter was reviewed by Deputy City Attorney Amy R. Burton on July 22, 2009, and by Budget and Performance Management Bureau Manager David Wodynski on July 30, 2009.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on August 18, 2009, to formalize the agreement between the two parties.
 
FISCAL IMPACT
There is no fiscal impact associated with this recommendation. Revenue from parking enforcement efforts on City streets would continue to accrue to the City in the General Fund (GP).
