TITLE
Recommendation to direct City Attorney to amend the City of Long Beach’s eviction moratorium ordinance on commercial and residential units to extend through August 31, 2020.
DISCUSSION
On March 24, 2020 the City Council adopted an ordinance codified as Chapter 8.100 of the LBMC temporarily prohibiting evictions of residential and commercial tenants due to non-payment of rent resulting from adverse impacts associated with COVID-19. On May 26, 2020 the City Council adopted an ordinance which, among other things, extended the application of the Ordinance, subject to certain exceptions.
On May 26, the City Council also gave direction to review this ordinance to consider changes in light of updated information on the impacts of the COVID-19 pandemic, including without limitation, the potential extension of the application of the eviction moratorium beyond July 31, 2020. On June 30, 2020, California Governor Newsom issued an executive order extending the suspension of the application of certain State laws, which suspension allows (but does not require) local jurisdictions to extend eviction moratoriums until September 30, 2020. This ordinance should be extended in all terms and clauses as presently written through August 31, 2020.
STATEMENT OF URGENCY
Impacts from the COVID-19 emergency are pressing and necessitate urgent City Council action.
FISCAL IMPACT
Due to the urgency of this item no fiscal impact study has been completed.

Approve recommendation.
