TITLE
Recommendation to authorize City Manager, or designee, to enter into a Memorandum of Understanding, and any necessary documents including subsequent amendments, with law enforcement and prosecutorial personnel from public agencies within Los Angeles County who participate in the Taskforce for Regional Autotheft Prevention. (Citywide)
DISCUSSION
City Council approval is requested for the Long Beach Police Department (LBPD) to enter into a Memorandum of Understanding (MOU) with participating law enforcement and prosecutorial personnel from public agencies within Los Angeles County (County) in the Taskforce for Regional Autotheft Prevention (Taskforce).
The purpose of the Taskforce is to promote a coordinated effort and encourage maximum cooperation between all law enforcement and prosecutorial agencies in the County to deter and reduce the incidents of vehicle theft, increase the recovery rate of stolen vehicles, identify trends and patterns in vehicle theft, provide training and expertise to participating agencies countrywide, and coordinate a deterrence program in conjunction with the private sector.
According to the May 2020 citywide crime statistics, property crime has increased in the categories of Grand Theft Auto and Auto Burglary. Through May 31, 2020, LBPD reported a 12.1 percent increase in Grand Theft Auto (993 incidents) and a 28.9 percent increase in Auto Burglaries (856 incidents) compared to the same period last year. It is anticipated that the Taskforce will significantly impact these crime numbers due to their expertise and resources related to auto theft investigations.

TIMING CONSIDERATIONS
City Council action is requested on August 18, 2020, to ensure the MOU is in place expeditously.
