DISCUSSION
The City of Long Beach intends to provide access to public water transportation by replacing an existing deteriorating timber dock system with a new concrete dock system and installing new Americans with Disabilities Act (ADA) access ramps. The project site is located at 200 B Aquarium Way, Rainbow Harbor Dock 9. Dock 9 continues to serve Long Beach Transit's AquaBus route, while it does not currently serve the AquaLink route. Long Beach Transit and Catalina Express were involved in discussions regarding the proposed improvements.
City Council adoption of the plans and specifications and award of contract to the lowest responsible bidder are being recommended concurrently to expedite the project
implementation. The project was advertised for bids on May 12, 2006, and bids were opened on June 7, 2006. Information regarding the bid and Connolly-Pacific Co. is shown on the attached contract awards document. This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on June 30, 2006, and Budget Management Officer David Wodynski on July 25, 2006. In
accordance with the California Environmental Quality Act, Categorical Exemption Number CEP-324-02 has been issued for this project.

TIMING CONSIDERATIONS
City Council action on this matter is requested on August 1, 2006, to authorize commencement of this Public Works project prior to expiration of coastal permits. Construction is anticipated to begin in August 2006 and should take approximately 100 working days to complete.


FISCAL IMPACT
The contract award is for an estimated amount of $1,439,556, plus a 15 percent contingency amount of $215,933, if necessary. Sufficient funds to cover the contract are ...
