DISCUSSION
In July 2011, the Los Angeles County Board of Supervisors approved the allocation of $450,000 in Excess Funds available from the Los Angeles County Fourth Supervisorial District pursuant to the Safe Neighborhood Parks Proposition of 1996, for recreation or open space projects in the City of Long Beach (City).

The Department of Parks, Recreation and Marine will work through the Parks and Recreation Commission to identify and utilize these funds for projects that are in need of funding and present the greatest recreational and open space needs within the City.

This matter was reviewed by Deputy City Attorney Gary J. Anderson on July 26, 2011, and Budget Management Officer Victoria Bell on July 29, 2011.

TIMING CONSIDERATIONS
City Council action is requested on August 9, 2011, in order to allow for timely grant application submission to the County, and to enable PRM to commence with the projects in a timely manner.

FISCAL IMPACT
The grant funding is not currently budgeted. Therefore, an appropriation increase of $450,000 is requested in the Capital Projects Fund (CP) in the Department of Parks, Recreation and Marine (PR). This grant will fully fund various projects, including design, construction management, and administration. The recommended action will result in a positive impact on jobs in the construction industry, although the exact number is unknown at this time.
