DISCUSSION
City Council approval is requested to amend Contract No. 33803 with Eyestone-Jones Environmental, LLC, to extend the term to July 13, 2021.

In 2014, the City Council awarded contracts to eight firms, including Eyestone-Jones Environmental, LLC (Eyestone), as part of the adoption of Specifications No. RFP DV14-045 for on-call environmental consulting services. Prior to the contracts expiring, Eyestone had completed a Mitigated Negative Declaration (MND) for a development project at 100 East Ocean Boulevard. The City determined that a more detailed environmental review for the project would be necessary by means of preparing an Environmental Impact Report (EIR). Eyestone was selected to prepare the EIR for the 100 East Ocean Boulevard Project due to their extensive knowledge and work on the MND. To ensure the continuity of service in preparing the EIR, interim Munis Contract No. 3192400016 for $100,000 was issued pursuant to the City purchasing guidelines in December 2018.

On March 5, 2019, the City Council approved an extension to Munis Contract No. 3192400016 and authorized an increase of $41,680 for a not-to-exceed amount of $141,680 to facilitate completion of the EIR. Completion of the EIR was delayed by several events, including a lawsuit and complications with the sale of the property, both circumstances outside of Eyestone’s control. Because of the delays, the EIR is now anticipated to be completed in 2021. An additional extension to Eyestone’s contract is requested to accommodate completion of the EIR.
