TITLE
Recommendation to authorize City Manager, or designee, to execute an amendment to Contract No. 33907, and any necessary documents including subsequent amendments, with the Los Angeles County Development Authority, (formerly the Housing Authority of the County of Los Angeles), for supplemental law enforcement services to the Carmelitos Housing Development, to extend the term of the contract through December 31, 2020. (District 8)

DISCUSSION
On June 2, 2015, the City of Long Beach (City) entered into a contract with the Los Angeles County Development Authority (LACDA), for supplemental law enforcement services at the Carmelitos Housing Development (Carmelitos). The Long Beach Police Department (LBPD) has provided supplemental law enforcement services for LACDA at Carmelitos since 1985. The supplemental services provide community policing resources in close collaboration with LACDA staff.

LACDA and LBPD request to extend Contract No. 33907 to December 31, 2020. This will allow LACDA to determine funding levels for Fiscal Year 2021, which is still under assessment due to business disruptions caused by the COVID-19 pandemic.

The agreement previously included the following services and will continue these services with reimbursement to the City through December 31, 2020.

· Two officers permanently assigned to work 40 hours per week performing community policing and intervention services.
· A sergeant will provide supervision and direction in identifying crime trends, quality of life issues, as well as community concerns, and will implement steps necessary to mediate the identified issues.

This matter was reviewed by Deputy City Attorney Sarah E. Green on July 10, 2020 and by Budget Management Officer Rhutu Amin-Gharib on July 23, 2020.

TIMING CONSIDERATIONS
City Council action is requested on August 18, 2020, to ensure the agreement is in place expeditiously.
