TITLE

Recommendation to request City Manager, or designee, to execute all documents and agreements to accept funds from the South Coast Air Quality Management District; and increase appropriation in the General Fund Group in the Legislative Department by $31,169 to fund Board support, offset by the FY 21 revenue received.

 

DISCUSSION

As Western Region Cities representative to South Coast Air Quality Management District (SCAQMD), Vice Mayor Richardson is provided funding by the SCAQMD Board to fund a SCAQMD Board Deputy to advise him on Board issues and work directly the Western Region Cities. The estimated amount to be received in FY 21 is $31,169.

 

A one-time appropriation increase is requested in FY 21 for the Ninth Council District to support existing staff or temporary staff as needed that will be providing Board support, offset by the funds received from SCAQMD in FY 21. A similar request will be made for FY 22 during that year.

 

This matter has been reviewed by Budget Manager Grace H. Yoon on June 3, 2021.

 

Urgency Statement:

Due to approaching end to the boards fiscal year urgency is requested on this item.

 

FISCAL IMPACT

This recommendation requests the City Manager, or designee, to execute all documents and agreements to accept funds from the South Coast Air Quality Management District. These funds will be used to support existing staff or temporary staff as needed that will provide Board support. The estimated revenue to be received by South Coast Air Quality Management District in FY 21 is $31,169. An appropriation increase is requested in the amount of $31,169 in the General Fund Group in the Legislative Department offset by the revenue received from South Coast Air Quality Management District. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.
