DISCUSSION
The Long Beach Police Department (LBPD) was awarded grant funding for the twelfth consecutive year for the Selective Traffic Enforcement Program (STEP) grant from the State of California Office of Traffic Safety (OTS), in the amount of $580,500 for the period of October 1, 2020 to September 30, 2021.

The goal of the grant is to reduce the number of persons killed and injured in crashes involving alcohol or other primary collision factors. Enforcement strategies will continue to be conducted on an overtime basis. Some of the funded strategies include Driving Under the Influence (DUI) checkpoints, DUI saturation patrols, distracted driving prevention, motorcycle safety, educational presentations, and pedestrian and bicycle enforcement operations. These strategies are designed to earn media attention, thus enhancing the overall deterrent effect.

This matter was reviewed by Deputy City Attorney Sarah E. Green on August 21, 2020 and by Budget Management Officer Rhutu Amin Gharib on August 19, 2020.

TIMING CONSIDERATIONS
City Council action is requested on September 15, 2020, to expedite use of grant funds.

FISCAL IMPACT
This grant is currently unbudgeted; therefore, an appropriation increase is requested in the amount of $580,500 in the General Grants Fund Group in the Police Department, offset by grant revenue.
