TITLE
Recommendation to request Mayor to convene the Charter Amendment Committee.

DISCUSSION
In order to amend the Charter of the City of Long Beach, existing law requires the adoption of a resolution that places proposed amendments on the ballot for a subsequent general election. Proposed amendments are generally referred to the Charter Amendment Committee, which is comprised of the full City Council and chaired by the Mayor.

In 2004, the City of Long Beach Government Task Force was formed to review the City Charter and recommend possible revisions. On May 18, 2004 the Task Force submitted eight potential Charter amendments to the Mayor and City Council.

We respectfully request that the Mayor convene the Charter Amendment Committee in order to review Charter issues including: 1) Obsolete sections pertaining to taxes, finance, utility departments and other provisions 2) Revision of existing "term limit" provisions 3) the role of the Mayor 4) City commissions and 5) Public assets.
