DISCUSSION
The Golden West Refining Company is requesting consent to assign its interest in Facility/Pipeline Permit No. P-143-83, which contains Permit Supplement Nos. S1-51 and S5-57, to Chemoil Corporation. This assignment includes a combined total of 171.95-feet of 8-inch oil pipeline and 67.66-feet of pipeline casing. Their locations are shown on the attached vicinity map.
 
Since this is only a transfer of ownership with no use modifications, there will be no street excavations required for this action. Long Beach Municipal Code Section 15.44.220, Permit-Transfer, requires the assignee, Chemoil Corporation, to provide the City an insurance policy and bonding for the two permit supplements. Their insurance is on file and their bonding will be processed following City Council authorization of the consent for assignment.
