DISCUSSION
The Workforce Investment Act (WIA) funds received annually by the City are
administered by the Department of Community Development. These funds pay for job
training programs and business services delivered by the Career Transition Center, the
Youth Opportunity Center, and selected community-based organizations.
States are required to reserve WIA funds for incentive grants to local areas for regional
cooperation among local boards, local coordination of WIA activities, and exemplary
performance within Local Workforce Investments Areas (LWIAs). To receive an
incentive award, LWlAs must meet or exceed negotiated performance goals for all of
the measures in each of the WIA customer groups (Le., adults, dislocated workers,
older youth, and younger youth). The State has notified the City it is eligible to receive
an Exemplary Performance Incentive Award for meeting its negotiated performance
goals for the 2004-2005 program year.
The Incentive Award Funds will be used to provide additional job search assistance for
Long Beach residents.
This letter was reviewed by Deputy City Attorney Everett L. Glenn on December 13,
2005 and Budget Management Officer David Wodynski on December 29,2005.


TIMING CONSIDERATIONS
City Council action is requested on January 10, 2006 to allow sufficient time to process
required documents.


FISCAL IMPACT
Sufficient funds to receive and expend this award are budgeted in the Community
Development Grant Fund (SR 150) in the Department of Community Development
(CD).
