DISCUSSION
The Workforce Investment Network (Network) administers the federal Workforce Investment Act (WIA) and other employment and training funds received annually by the City. Those funds support job training programs and business services delivered by the Career Transition Center, Youth Opportunity Center, Center for Working Families, Harbor WorkSource Center, and selected community-based organizations to assist local residents acquire skills leading to employment in high demand occupations with local employers.

On November 10, 2009, the City Council authorized the acceptance of a $500,000 grant for training and placement services for approximately 180 incumbents, and 25 unemployed job seekers in the automotive service technician and natural gas mechanic career pathways. The grant deliverable of the 25 new trainees was later determined to be incompatible with regulations of the Assembly Bill 118 grant money received. To ensure uninterrupted services supporting the ensuing 28 trainees, the State has awarded $42,777 to the Network to cover the actual costs of that project deliverable. The Network will contract $28,000 of those grant funds to the Long Beach Community College District for tuition and related expenses, and will use $14,777 for project administration and related career counseling expenses.
