TITLE
Recommendation to authorize City Manager, or designee, to execute a first amendment to the existing grant agreement between the City of Long Beach and the State of California Department of Public Health, to extend the term of the agreement to provide Sexually Transmitted Disease Prevention and Control Program services through June 30, 2015, and to add $311,668 for a total agreement amount of $353,966. (Citywide)

DISCUSSION
On August 9, 2011, the City Council authorized a grant agreement with the State of California Department of Public Health to accept grant funding in the amount of $42,298 to administer the Health Department’s Sexually Transmitted Disease (STD) Prevention and Control Program for the period of July 1, 2011 through June 30, 2013. The State has subsequently amended this agreement to provide an additional $311,668 in funding and has extended the term of this agreement through June 30, 2015. The amended amount of this agreement now totals $353,966.

The grant funds are to support the current STD Community Intervention Program (SCIP) that provides information, education services, awareness, outreach and referrals to STD screening and treatment services, with a special emphasis on individuals at high-risk for contracting and transmitting STDs.

The amendment also increases the activities for Disease Intervention and Surveillance (DIS). The Health Department is required to perform data entry/management for surveillance purposes, disease investigation and intervention; coordinate trainings for local agencies; provide a variety of educational resources; utilize networking opportunities through community forums, individual meetings and coalitions; and provide direct patient services aimed at STD prevention and awareness.

This matter was reviewed by Deputy City Attorney Linda Vu on April 29, 2014 and by Budget Management Officer Victoria Bell on May 2, 2014.
