TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and any subsequent amendments, with the Regents of the University of California, on behalf of the University of California, Los Angeles (UCLA) Health System and the David Geffen School of Medicine at UCLA, Department of Neurology, for the provision of emergency stroke transport services, for a period of two years, with the option to renew for one additional one-year period, at the discretion of the City Manager. (Citywide)
DISCUSSION
The Regents of the University of California, through the UCLA Health System and the David Geffen School of Medicine at UCLA (hereinafter referred to as UCLA), operates a Mobile Stroke Unit (MSU), which meets the requirements established by the Los Angeles County Emergency Medical Services Agency. The MSU is comprised of one Paramedic, one Critical Care Transport Nurse, one Computed Tomography Technician, and one Neurologist (via videoconference), each of whom specializes in emergency stroke care and is appropriately experienced and licensed for the level of care required for emergency stroke transports. The goal of the MSU is to diagnose and provide treatment to stroke patients in the field, in the very first minutes after onset of stroke, to improve patient outcomes. This agreement will authorize UCLA to operate its MSU within Long Beach, under the Long Beach Fire Department’s ambulance provider license.
This matter was reviewed by Deputy City Attorney Monica J. Kilaita on October 2, 2018 and by Budget Analysis Officer Julissa José-Murray on October 3, 2018.
TIMING CONSIDERATIONS
City Council action is requested on October 23, 2018, so UCLA may begin operating its MSU within Long Beach.

There is no fiscal or local job impact associated with this recommendation.
