Discussion
On July 22, 2003, the City Council authorized the City Manager to receive $1,698,057 in grant funds from the Office of Justice Programs (OJP) for the purchase of domestic preparedness emergency response equipment. These funds have been expended in purchasing Personal Protective Equipment (PPE), personal radiation detectors, an Urban Search-and-Rescue (USAR) vehicle with equipment, security perimeter barriers, and breathing apparatus. This equipment will be used primarily by the City’s first responders, which include Fire, Police, Public Works/Airport Security and Health and Human Services personnel. All of the equipment will be secured by March 2005, with final reimbursement occurring within 60-90 days thereafter.

On July 1, 2004, the Fire Department received notification from the County Office of Emergency Management (OEM) that the City of Long Beach was approved for an additional $905,966 in grant funds. As in the past, the City of Long Beach, as part of the Los Angeles Operational Area, is receiving its funds from OEM as a “pass-through” from the Office of Domestic Preparedness (ODP, formerly OJP). It is anticipated that the new grant funds will be used toward purchasing interoperability communications equipment that will allow the City of Long Beach’s first responders to effectively communicate with other public safety agencies during an emergency. In addition, the funds will be expended to purchase physical security systems, logistical support equipment, technological equipment, additional PPE, and training. This will enhance the City’s regional capability and help the City of Long Beach’s response to large-scale incidents.
