DISCUSSION
City Council approval is being requested to enter into a contract for the purchase of three tow trucks. As part of the City's multi-year vehicle replacement plan, the Public Works Department, Fleet Services Bureau, is requesting to purchase these tow trucks as replacements for three units ranging in age from eight to eleven years. These units are at an advanced age and managing maintenance costs and repair downtime is creating inefficiencies.
The budgeted replacement cycle of tow trucks is eight years.

The bid was advertised on April 21, 2006, and 21 potential bidders were notified of the bid opportunity; two are Minority-owned Business Enterprises (MBEs), none are Women-owned Business Enterprises (WBEs), and three are Long Beach businesses. The bid document was made available from the Purchasing Division located on the Plaza Level of City Hall and the Division's website at www.lbpurchasinQ.orQ. A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 32 local, minority and women's business groups. Lake Chevrolet of Lake Elsinore, CA, is the lowest responsible bidder.

This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on April 20, 2006 and Budget Management Officer David Wodynski on June 5, 2006.

TIMING CONSIDERATIONS
City Council action to adopt Specifications No. PA-01706 and award the contract concurrently is requested on June 13, 2006 to expedite the replacement of the three tow trucks.

FISCAL IMPACT
